centralized orchestration, where a single “master” agent directs the work of subordinate agents, to decentralized orchestration, where agents collaborate in a peer-to-peer fashion to achieve a common goal.
Two-Tiered LLM Structures: This is a common and effective architectural pattern for orchestration. In this model, a first-tier, general-purpose LLM acts as an initial interface, interpreting a user’s broad, often ambiguous, natural language request. It then translates this intent into a more structured task that is passed to a second-tier, specialized agent or SLM for execution. This layered approach significantly enhances accuracy and context understanding by separating the task of intent recognition from the task of execution.13
The Protocol Layer (MCP, A2A, ACP): This is the fundamental communication bus for the orchestration layer. As detailed in Part IV, these open standards provide the common languages that allow agents to talk to tools (MCP) and to each other (A2A, ACP). This layer is what makes a heterogeneous, multi-vendor agent ecosystem possible, replacing brittle, custom integrations with a standardized, plug-and-play approach.
Agentic Workflow Engines: These are the systems that allow developers and even business users to design, deploy, run, and monitor the complex, multi-step processes carried out by teams of agents. An MCP Host (the application environment, such as an IDE like Cursor or a desktop application like Claude Desktop) contains one or more MCP Clients (the AI agent or model itself, like Claude.ai or an OpenAI agent). Each client establishes a session with an MCP Server, which is an external service that exposes its capabilities to the AI.14 This architecture allows any MCP-compliant client to connect to any MCP-compliant server, eliminating the need for bespoke connectors.
Exposed Context Types: MCP servers can expose three types of context to an AI agent.14
- Resources: These provide access to information for retrieval, such as files from a filesystem, records from a database, or documents from a content repository. Resources return data but do not execute actions with side effects.
- Tools: These are functions that an agent can invoke to perform an action that has a side effect, such as sending a message via Slack, creating a pull request on GitHub, running a calculation, or executing a Docker command.
- Prompts: These are reusable templates and workflows that guide the LLM’s interaction with specific tools or resources, essentially pre-packaged recipes for common tasks.
Transport and Implementation: The protocol is transported over JSON-RPC 2.0. For local connections (e.g., an agent accessing the local filesystem), it uses standard input/output (stdio). For remote connections, it uses HTTP with Server-Sent Events (SSE), which allows for long-lived, asynchronous, event-driven communication between the client and server.14
Enterprise Adoption: MCP has seen rapid adoption as companies race to make their platforms “AI-native.” Block Inc. has been building MCP servers to allow its AI agent, codenamed “goose,” to interact with internal systems, contributing to the security considerations of the protocol.15
Apollo GraphQL has released an Apollo MCP Server that exposes GraphQL operations as MCP tools, arguing that GraphQL’s declarative nature and strong schema are a perfect fit for AI orchestration.16 Similarly,
MongoDB has an official MCP server to allow agents to interact with its databases using natural language, and cloud providers like Cloudflare and AWS are providing infrastructure and guidance for building and deploying MCP servers on their platforms.
4.2 Agent-to-Agent Collaboration: Google’s A2A and Cisco’s AGNTCY
While MCP effectively standardizes how a single agent connects to its tools, it does not address the more complex challenge of how multiple autonomous agents collaborate. This is the problem that a new set of complementary protocols, led by Google’s Agent2Agent (A2A), aims to solve.
Google’s Agent2Agent (A2A) Protocol: Announced in April 2025 with the backing of over 50 industry partners, A2A is an open standard designed to enable heterogeneous AI agents—built on different frameworks (e.g., LangChain, CrewAI), from different vendors (e.g., Google, Salesforce, Microsoft), and running on different servers—to communicate, coordinate, and collaborate securely.17
- Core Purpose: A2A’s primary goal is to facilitate goal-oriented, multi-stage interactions between agents, moving beyond the instruction-oriented, single-stage tasks typical of MCP. It allows a “client” agent to delegate a complex task to a “remote” agent and collaborate to complete it.

Capability Discovery is enabled via “Agent Cards,” which are JSON-formatted advertisements where an agent declares its skills and connection details. Task Management provides a lifecycle for long-running tasks, with states like pending, running, and completed, and supports streaming updates and notifications. User Experience (UX) Negotiation allows agents to agree on the modality of their interaction, supporting text, structured data, forms, and even bidirectional audio/video streams.
A2A and MCP are Complementary: Google and other proponents are clear that A2A is not a competitor to MCP but a complementary protocol that operates at a higher level of abstraction. A common architectural pattern involves A2A for inter-agent communication and MCP for agent-to-tool access. For example, a user’s primary assistant agent could use A2A to ask a specialized travel agent to book a flight. The travel agent would then use MCP to interact with the airline’s booking API (a tool) and the user’s calendar (a resource) to complete the task.
Cisco’s AGNTCY and the Agent Connect Protocol (ACP): Launched by a collective including Cisco, LangChain, and Galileo, the AGNTCY initiative aims to build the open infrastructure for an “Internet of Agents”.19 Its vision is to create a fully interoperable ecosystem where agents can be discovered, composed into workflows, deployed securely, and evaluated for performance.

Because the LLM uses this description to understand how to use the tool, it can be tricked into executing unintended and harmful actions, such as exfiltrating data or bypassing security guardrails. Researchers have demonstrated attacks where hidden tags in a tool’s description caused an AI to leak SSH keys without the user’s knowledge.20
- Malicious Servers and Cross-Server Contamination: Since any application can implement an MCP server, an agent could be tricked into connecting to a rogue server impersonating a legitimate service. This could be used to intercept data or manipulate responses.20 In a multi-server environment, a malicious server could even interfere with or “shadow” the commands of a trusted server, making the attack difficult to detect.
- Token Theft and Credential Exfiltration: A compromised MCP server represents a massive security risk. These servers often store authentication tokens (e.g., OAuth tokens) for the services they connect to. An attacker who breaches an MCP server could gain access to a “keys to the kingdom” set of credentials, allowing them to access a user’s email, files, and other sensitive data across multiple services.21
A2A and ACP Vulnerabilities: The agent-to-agent layer introduces threats related to trust and identity in a decentralized system.
- Malicious Agent Discovery: An attacker could create a rogue agent and publish a deceptive “Agent Card” that vastly exaggerates its capabilities. In a system where a master agent routes tasks to the “best” available agent, this malicious agent could trick the system into routing all sensitive tasks and data its way.
- Identity Spoofing: Without a robust identity framework, a malicious agent could potentially spoof the identity of a trusted agent to gain unauthorized access or issue malicious commands. This is why the work being done by AGNTCY on verifiable agent identities is so critical.
Mitigation Strategies: Securing this new protocol layer requires a defense-in-depth strategy that goes beyond traditional application security. Key architectural mitigations include: strong, mutual authentication between all clients and servers; the principle of least privilege, with explicit, narrowly scoped authorization for all tool and agent interactions; rigorous input validation and output sanitization at every step; rate-limiting to prevent abuse; and comprehensive monitoring and logging of all protocol-level interactions.20 For sensitive operations, a human-in-the-loop confirmation should be a mandatory architectural requirement.

The Imperative for Formal Governance: The probabilistic nature of AI models and the autonomy of agentic systems create novel risks, including biased outputs, privacy infringements, security threats, and non-compliance with regulations like GDPR. A formal governance framework provides a structured approach to mitigate these risks, moving beyond simple legal compliance to ensure the organization’s use of AI is socially responsible and aligned with its values, thereby safeguarding against financial and reputational damage.
- Key Pillars of AI Governance: A comprehensive framework must be built on several key pillars:
- Data Quality and Management: The maxim “garbage in, garbage out” is amplified with AI. The reliability of any AI outcome is directly dependent on the integrity of its input data. Therefore, governance must include strict policies for data quality, data lineage, and observability into data pipelines to ensure models are trained and operate on accurate, high-quality information.
- Privacy and Security: Robust standards for data security and privacy are non-negotiable. This includes protocols for handling sensitive consumer data and implementing security controls across the entire AI stack—from protecting training data to securing model inference endpoints and prompts.
- Fairness and Bias Control: AI models trained on historical data can inherit and amplify existing societal biases. A core function of governance is to mandate rigorous examination and continuous monitoring of both data and models to identify and mitigate these biases, ensuring equitable and fair decision-making.23

Blockchain technology, with its core attributes of decentralization, immutability, and transparency, offers a powerful architectural solution for creating verifiable and tamper-proof audit trails for AI systems.
- Decision Traceability: Every decision made by an AI agent, along with the specific data inputs, context, and model version used to make that decision, can be recorded as a transaction on a blockchain. Because each block is cryptographically linked to the previous one, this creates a permanent and unalterable chain of events that can be audited by regulators, stakeholders, or internal teams to understand precisely why an AI system behaved as it did.
- Data and Model Provenance: Blockchain can be used to create a verifiable record of the entire AI lifecycle. The origin and lineage of training data can be tracked on-chain, ensuring its integrity and helping to audit for bias or data poisoning attacks. Similarly, every version of a model, along with its training parameters and performance metrics, can be registered on the blockchain, providing a clear and accountable history of the model’s development and evolution.
